The Problem
The Most Sophisticated Weapon
on the Battlefield Is Never Measured.
Commanders deploy, assign, and risk the close combat fighter on assumptions. LETALUS replaces command assumptions with mission capability facts.

No Definition.
The DoW never defines human lethality. What is not defined cannot be measured. What is not measured cannot be developed. Every dollar spent on lethality development for America's close combat fighters rests on untested assumption.

No Development.
Commanders certify warfighters annually with methods that predate the Civil War. Qualification produces a binary irrelevant output. No baseline. No trajectory. No degradation curve. No prediction. The additive model assumes maximum human lethality at all times. The DoW's own scientists show this is false.

The Reformation Skips the Human.
The DoW has invested significantly in lethality measurement. JMAP. S.P.E.A.R. Conflict Kinetics. None score the Cognition domain. None close the AMDPP cycle. None feed the commander a prescription. The investment produced flawed sport measurement without human lethality development.

The Structural Failure

FAILURE 01
Wrong Organ
Weapons qualification assesses the prefrontal cortex under static conditions. Close combat requires basal ganglia-resident automaticity. The stress response correctly suppresses prefrontal function when the fight begins. The institution certifies the organ the body shuts down when it matters.
FAILURE 02
Wrong Geometry
The qualification target is nearly ten times larger by area than the anatomical zone that determines incapacitation. A kneecap hit and a cardiopulmonary zone hit score identically. When the Marine Corps required hits on anatomically defined lethal zones, the expert rate fell from 65 percent to 20–30 percent. The shooters did not become worse. The measurement became honest.

Wrong Clock
TC 3-20.40 Appendix H encodes a 3-second engagement window at CQB distances. Mandatory qualification appendices governing the entire force provide 5 to 16 seconds at the same distances. The Army published the correct temporal standard and declined to apply it. Qualification certifies performance at three to five times the operational clock. Whatever it measures, it is not the close combat fight.

The Definition

Lethality is the capacity to produce incompatibility with continuance. At the human level: the ability to incapacitate a target within the imposed constraints. The logical consequence of this definition demands three domains.

The fighter acquired the right target — automatically, without deliberation, below the threshold of conscious decision-making. Target discrimination, engagement sequencing, no-shoot avoidance, and fratricide prevention are independently scored as a weighted construct.

About

Jose A. Garcia is the Founder and CEO of S-RAS, LLC — a retired Sergeant First Class, U.S. Army Infantry, and combat veteran.

Garcia is a U.S. Army Distinguished Shooter and directed a competitive military marksmanship program that produced seven national championship wins and over twenty Distinguished Shooters. The construct of human lethality as a measurable, developable capacity is tacit knowledge — produced from inside the phenomenon by a practitioner who built it, scaled it, and institutionalized it.

Lanchester measured forces. Dupuy measured weapons. The science of quantified warfare never measured the man. Garcia does. In defense tech, the Goliaths build the weapons, the networks, and the kill chain. None of them develop the man at the end of it.
